virtual classroom is an interactive live online session, which is used to achieve specific learning objectives as part of an overall programme or learning experience.

Webinar

webinar is a live online briefing or online seminar session used to deliver information to a large number of people in real life.

This means that a virtual classroom is designed with the purpose of facilitating a learning experience for a small group, while the purpose of a webinar is to deliver information or updates to a large group.
